V/Line — OCS Network Infrastructure Uplift

The Challenge

V/Line’s Operational Control System (OCS) network required significant infrastructure uplift across multiple domains to support the Regional Rail Revival program, improve cyber readiness, and address performance and visibility gaps across the core routing, distribution switching and WAN layers. The work spanned multiple concurrent projects across a live operational network.

The Solution

L2iQ initially worked to identify and map the upgrade strategy, identifying key business requirements and developing a practical programme of works to achieve the outcomes our Client required. L2iQ then delivered a series of OCS-related turnkey network projects for V/Line, providing deep expertise in V/Line’s data networks and connected sub-systems. This included design and delivery of a new Cisco-based core router ring (RCCU-1), legacy switch replacement, SolarWinds NCM implementation, a unified network architecture, and initiation of MPLS migration planning — all on a live operational network.

What L2iQ Delivered

  • Strategy development including business requirements integration, options analysis and vendor assessment.
  • Core Router Upgrade (RCCU-1) — Cisco C9500 Layer 3 switches deployed at Centrol, DRS, Yard Master and Dudley St SER, completed ahead of schedule
  • Replaced 11 legacy switches with Cisco 9300s, improving performance and network visibility
  • Designed and implemented Network Configuration Manager (NCM) using SolarWinds
  • Developed unified and scalable network architecture for the TCSC network, now guiding current and future works
  • Supported planning and architecture for future Nozomi Guardian OT security monitoring deployment
  • Planned and initiated MPLS migration to replace legacy WAN routing with high-redundancy, service-classed core
  • Delivered stakeholder training and documentation to support V/Line operational handover

The Outcome

Core routing works were completed ahead of schedule, directly enabling downstream infrastructure rollouts across the Regional Rail Revival program. L2iQ’s unified network architecture now forms the design baseline for all current and future V/Line OCS works, and the team is supporting ongoing cyber readiness initiatives including OT security monitoring deployment.
